It may be due to either fleas or fox mites among other things. My dog was licking and biting his paws over and over until all the fur was gone. We gave him some stronger flea liquid (Stronghold) and within a week the fur was growing back.
Obviously this might not be the case with your dog and it's probably a good idea to take him to the vet and ask a professional opinion. Trained vets will be able to determine exactly what is wrong and how to treat it.
