By making the U.S. Supreme court have power over the states. By relegating Only Congress can control Interstate Commerce, By relegating the power to print money to the U.S. government only. And allowing only the U.S. Government to make treaties with foreign governments. Only the U.S. Government can Levy tariffs and excise taxes.

All of the above were left to the individual states under the Articles of Confederation. Several States printed their own money and refused to accept the money from other states, made treaties with foreign governments, taxed products made in other states, etc.

At the time, the Confederate form of Government was in peril and destined to go bankrupt because of the inability to tax states and cover the debt that was incurred during the civil war. Shay's Rebellion also sparked concern with a lack in Federal Government because it showed that without a standing army, the masses could quite easily revolt and overthrow their individual state governments. In short, the existing system (power residing solely in the state, not in the federal government) fell short of meeting the demans for a growing nation. The Federal System of Government divided the power between the state and the federal governments. Clauses and Compromises were put into place at the Constitutional Convention, but thats another subject and beyond the scope of the question.
