Howard Florey is the man responsible for the development of penicillin it was his observation of an observation and some work done by Fleming who bumped int it accidentally that led to penicillin being developed. Without him it would quite likely have been years later before this discovery was made. Fleming who is generally credited with the discovery had given up any plans to do more with the discovery long before Florey got to it.
