Most solutes dissolve better in warm water because the molecules of warm water move faster, so the water molecules and the solute come in contact more often. For solid solutes, it is generally true that you can dissolve more in warm water than cold water (though I'm not sure the above answer states the reason for this correctly). But gasses generally dissolve better in cold water.

how do you mean? you just end up with warm water. just dont get hot water on your skin, and avoid any steam etc. could be harmful to health of fish or something living in the water, but to you personally? how could mixing water hurt you any more than hot water by itself? its not like mixing hot water and oil or anything like that, you just end up with water of an intermediate temperature
