It isn't illegal to question the Holocaust, only to suggest that it never happened. Questions about the events, their motivation, and how they happened are great questions, and many books have been written on the subject.
The Holocaust as a whole was a well-documented process with an high degree of transparency into Hitler's government and their intentions. This isn't a nebulous subject that with no clear facts. The Holocaust happened and unfortunately much of the modern world watched it happen under their noses, for far longer than they should have, before they acted to put it to an end. Statements that minimize the horror and brutality involved in the mass murder (of the Jews) is seen as tantamount to supporting the Nazi aims.
In Germany, Austria, and other countries, there are specific laws against Holocaust denial, which is viewed as an attempt to re-write history and rehabilitate the Nazi party (which is also highly restricted). Given the terrible consequences of the war in which it occurred, Germany has a vested interest in seeing that something similar does not happen again.
Unfortunately, genocides (mostly covert) continue to occur on a smaller scale in ethnic conflicts around the world.
