I believe the answer deals with change management. It is important to identify and remove errors early on in the SDLC because they can become a serious threat/risk to the success of the project/system.

Yes, it is important at all phases of development, not just systems development. Documentation is an important part of the discipline of Systems Analysis and Design.
Maybe someone can answer this better but my limited knowledge is that by Systems Development you are able to better identify and limit costs that are not needed or to better stream line the process thereby prevention cost.
