Lewis Carroll actually primarily wrote textbooks on mathematics and logic.In Through the Looking-Glass the Red Queen tells Alice that 'You have to keep running to stay in the same place'. At the time she meant it literally, however I have heard the phrase used to describe the development of antibiotics (which is really more Biology than Chemistry). The idea being that whenever a new antibiotic is developed a new strain of bacteria resistant to the new antibiotic quickly develops. Hence you have to keep making new antibiotics to 'stay in the same place'.

Why do researchers need to constantly develop new types of antibiotics?
Because people (including doctors) keep using antibiotics for inappropriate purposes, including treatment of the common cold, which is a virus. Viruses are not affected by antibiotics. Constant exposure to antibiotics in the environment has resulted in mutations of bacteria so that they are antibiotic resistant. Thus, it is necessary to continue to develop new antibiotics to deal with these new super-bacteria. It should be said that the drug companies themselves are largely responsible for this, as they constantly lobby to allow antibiotics to be used unnecessarily, such as in treatment of poultry and other animals that are to be slaughtered for meat. This saves money, but it also releases huge amounts of drugs into the environment. (See above for results) The pharmaceutical giants thus get richer in two ways: selling the old drugs and developing and marketing new ones.

Why is Antibiotic resistance being taught with evolution?
The concept goes back to old Darwin theories, survival of the fittest. There are some organisms which, under influence of antibiotics, suffer genetic changes which provide new features that protect them against antibiotics. These new features can be from ATP dependent bombs to modifications in ribosomal structure that will keep on the organism descendence since these mutations are stored in the genetic material. Those are the fittest that prevail upon an environment stuffed with antibiotics.
