The 58/60 indicates the width in inches. Some fabrics are 44/45", also. These are the two most common widths you'll come across. The length of the fabric depends on how much you need/buy. If you use a pattern, the pattern will instruct you on how much (length) fabric to purchase depending on the width of fabric you choose.

One yard of fabric is 36" long, and varies in width. If you have 45" wide fabric, you need 22" of fabric (less than one yard). The fabric store can help you with that.

In order to know how much fabric is needed to make a quilt, you need to look at the instructions for the quilt that you are making. In order to make a quilt, you have to have instructions. They will tell you how much fabric you will need on the packages.
How much fabric you need depends on the measurements of the person who will wear the dress, on the width of the fabic you choose, and on the pattern of the fabric, if any. What I would suggest is to go to a fabric store that also sells patterns (taking with you the bust, waist, & hips measurements of the person who will wear the dress). Page through the pattern books and try to find a pattern similar to the style of dress you want to make. Then consult that pattern for fabric measurements and fabric type suggestions.

Before that can be answered there are couple of questions that need to be asked. Are the 10 x 10 inch squares the finished size or is that including a seam allowance? What is the width of your fabric?
When you buy fabric, you can choose to buy it in yards of length (say, from left to right on the bolt). But, the width of the fabric you cannot choose. The width of the fabric on the bolt might be 36" or 45" or 60" or maybe even 72". These top and bottom edges of the fabric are called the selvage edges. These edges are finished as they are fabricated (woven or knit or whatever) so as not to not ravel or come undone.
Rolls or bolts of fabric come in various lengths depending on the manufacturer and the dealers specifications. Generally, in retail fabric stores, the bolts are in 10 yard lengths and each bolt will have the dimensions listed on the end of the bolt. By the way, the width has nothing to do with the amount of fabric on the bolt. Fabric widths vary depending on the type of fabric and the manufacturer, anywhere from 35" up to 120".
