It is necessary to have a parent because we are social creatures and form ready attachments to those in our vicinity. If we grow up with complete strangers, we will become attached to them just as strongly as we would a biological parent. The raising of children is what leads to their proper socialization, which is why evolution has selected for it (children who were not raised were less likely to have the social skills to court a mate and therefore would not reproduce).
Children can live their lives without caregivers, they just do not progress as well because (1) they are not properly socialized and (2) caregivers can give the child resources that the child cannot procure on his own.

Children are vulnerable. They cannot navigate the world on their own and need an adult to provide for their educational , medical, emotional and social needs, provide them with a stable environment and guard their legal rights. Of course, not all children enjoy the benefit of adult protection. The life experience and development of a child depends generally on where they are born.
