Islamic Theology argues that Islam or Surrendering to the Will of God is the natural interaction of people with the universe. As a result, under this paradigm, a person does not "convert to Islam", but "deconverts from their prior religion or Atheism", meaning that they have shed the imposed foreign ideology and accepted true human nature.

Of course, from an objective standpoint, the argument comes off poorly. No three year magically avoids eating pork, states that Muhammad is God's prophet by accident, or prays five times a day. These are particular rituals that a person has to learn and so it is proper to call someone who converts to Islam as a convert; it is simply Islamic theology that disagrees with this more direct analysis.

NO. Circumcision, though widely practiced in the Islamic World, is a tradition, not a Qur'anic mandate and, therefore, it is perfectly permissible to be an uncircumcised Muslim. The only requisite to convert to Islam is to say the Shahada (Islamic Declaration of Faith) in the presence of other Muslims.

Why do Muslims say "revert" instead of "convert" when discussing their decision to embrace Islam?

Muslims often use the term "revert" instead of "convert" because they believe that everyone is born with a natural inclination towards Islam, and that embracing the faith is a return to their original state of belief. This term reflects the idea that accepting Islam is a rediscovery of one's true faith rather than a completely new belief system.
