The question should be "When is it unsafe to eat eggs and fried chicken?" For most people fried chicken and eggs are safe to eat as long as you aren't allergic to chicken or eggs. The only other reason would be that you are eating it raw. Even then eggs may be unsafe to eat because the FDA has lifted a regulation that keeps rodent populations down in grain storage facilities. So the feed being fed to chickens can now have salmonella in it thanks to the FDA. All you can do is cook your food and don't eat cookie dough since it has raw eggs in it.

Salmonella was a low-risk in eggs about 1.5% of eggs tested positive for Salmonella. With the FDA lifting regulations on big grain storage operations nobody, not even the farmers can know how much the risk is. Thank you FDA. NOT!
