The structure may still be partially standing and very unstable, with the risk of it collapsing at any point, with virtually no warning. There can also be aftershocks following the main quake, and this could result in the complete collapse of a partially collapsed or otherwise damaged yet stable building.

Also the collapse can rupture underground services or pipes within the building itself. This in turn can lead to fire or explosion which are clearly hazardous.
