Internal accessories are by nature very sensitive to voltage. voltage will cause the little tiny crystal parts inside to burn out, and so is bad.
Voltage is loosely speaking the difference between the number of electrons in a system, and the number of electrons which want to be in it. when electrons flow through a conductor, they travel so as to return to a voltage of zero during the course of everyday life electrons jump from your skin to your cloths, from your close to your hair, the carpet to your cloths, etc, so that you gradually build up a voltage which because you are a better conductor than cotton or carpets doesnt really have anywhere to go. now the earth is big enough and has enough electrons that if your short its got plenty to refill, and if you've got excess, they'll go to earth by the fastest possible route. by touching the outside of the case, you connect to earth and your internal voltage again becomes zero. if you have a voltage when you touch your component then the fastest route to earth is through your new piece of equipment via your motherboard, and therefore things too small to ever see may burn and so never or no longer work.
