Leprosy is a contagious disease. It was widely held these people could not live out in the open among civilized society without risk of spreading the disease. therefore Captive Leper Colonies or as you style them Homes were established. This provided a captive existence for these people. They were mainly conducted by religious people such as the famous Father Damian of Molokai- his colony was in Hawaii. I was not aware of any Leper Colonies in Vermont, but as it is a somewhat remote location this sort of thing would seem practical. There is a big mental hospital called the Brattleboro Retreat, but this is a mental hospital , not for lepers. The major Leper facility in the US was ( I don"t know if it is still extant, Outside New Orleans and is called the Hansenarium. I hope this answers your question.
