The thermostat is most like;y stuck open. It stays closed until the engine gets to operating temp then opens up to hold the temp at the right temperature. You need to drain the radiator fluid to change it, otherwise you will get it all over the engine. That makes it a good time to flush the engine and put new fluid back in.
