High idle rpms and whistling is generally (usually) caused by a vacuum leak. Since you have checked the most obvious vacuum hoses, the leak could be where the intake manifold bolts to the head. ESPECIALLY so if the exhaust system/intake manifold has ever been replaced/reinstalled since it is not easy to get the intake manifold properly repositioned so it is leak free.
I also have a 2000 jeep wrangler. This year has a problem with the heater core plugging up. You can either try to flush it out, or just replace the heater core.
