Why is my 93 Honda civic idling up and down constantly whether I am giving it gas or not?

check under the hood for loose hoses. if you change your own oil, the hose that connects the cruise control to the intake manifold is right where your elbow would be when removing the oil filter and can be easily bumped off. reconnecting a loose hose will IMMEDIATELY resolve the issue.
