Sounds like the governor is stuck - something that needs to be taken care of before dmage is caused to the engine. The governor lever is located at the opposite end of the long spring that is connected to the throttle baffle. Check for debris or other gunk around the base of the lever and clean, then spray some fluid (WD-40, etc) on it to clean it up. The lever has very little travel, but it should move freely. If the problem does not lie with a stuck lever, the engine will have to be opened for inspection.
