You mean the outside unit is running and blowing but the inside unit is not blowing? Shut it off! Who ain't blowing? Elaborate please..
If your air conditioner is running outside by not blowing cold air inside through your vent, your indoor coil is frozen. You will need to turn everything off and allow the unit to thaw out.
The problem is probably outside. Can`t tell you much more than that from here. The condenser unit outside was not running. I checked the circuit breaker box and found the 220 breaker had been switched off. Turned it back on and now it's running and I'm getting cool air.
The first thing to check is that the outside unit is running. That the compressor and the Fan is running. If they are running, then have the Freon pressure in the system checked. You may be low on coolant.

If you have a "split system" with an outside condensing unit, this first thing to do is check to see if the outside unit is running. If it isn't, you have probably blown one or both of the fuses in the outside junction box. Be sure to turn the off the power to the junction box before checking your fuses!!! If you don't have a continuity meter, take the fuses to your local hardware store to be checked.
Chances are your air conditioner is low or out of coolant. You can go to AutoZone, Napa, Advance Auto, or numerous other do it yourself car repair stores and have it checked out.
