If you read the basic rules of fishkeeping and comply with them your fish should live to around 2 years old. My advice for now is to do a water change ASAP. The basic rules are :- 1 inch of fish needs at least 1 gallon of water (a Betta needs at least 3 gallons. 10gallons is better). :- Every tank needs a permanently running cycled filter. Every tank needs at least 50% of its water replaced every week.. A Betta likes a pH of around 6.8 and a temperature of around 78F. They should be fed as much as they can eat in 15 minutes every morning and evening. Never ever leave uneaten food in the tank. It will putrefy and poison the water resulting in sick or dead fish.
There are several things it could be.
1.) You are not doing enough water changes and he is sick.
2.) He has simply contracted a disease.
3.) Bettas will sleep on the bottoms of your tank or rest on plants.
In order to tell you what he really has or what is wrong I need more information on the set up of your tank.
How big is it? Any other fish? What kind of filtration? Have you added any fish recently? Are there any other noticeable signs of sickness, like white spots, torn fins, or a yellowy coating? Any thing out of the norm for him?
You have to treat it with special care and don't let it lose color or else it will die.
Betta fish change color by there environment and the types of food that you feed it. If your Betta fish is loosing color that means that your Betta is sick.

Simple. Betta fish are territorial. They see movement, and color as a threat. They will do this even to the females until maybe mating season.
