Because it hasn't been diagnosed and repaired. There are multiple possibilities as to why your AC isn't blowing cold - without a hands-on diagnosis, it's impossible to tell you which of those reasons is your culprit. Faulty AC compressor, blockage in the system, too little or too much refrigerant, too much PAG oil, poor air flow through the condenser, clogged orifice tube or faulty expansion valve (which one you have depends on what type of system you have)... just some of the possible reasons. I know AC work is expensive, but it's not a DIY thing... unfortunately, you'll either have to come off with some money if you want it properly diagnosed and repaired, or else do without.
Chances are your air conditioner is low or out of coolant. You can go to AutoZone, Napa, Advance Auto, or numerous other do it yourself car repair stores and have it checked out.

Compressor not running?Heater control in heat position?
because the compressor isn't getting enough tourque
May need to be recharged.
The substance that is blowing out of your air conditioner is likely not smoke, but fog (water vapor). If the surrounding air in the car is met by the cold air blowing from the vents, "fog" is produced. Meineke is a good car air conditioning repair shop.

Typically if you are getting hot air you need to recharge your freeon(spelling). It is something that can be done at home, but i strongly encourage professional charging.
