The fish is so ill it is dying but hasn't got there yet. Try changing its water a few times but make sure the temperature of the new water is the same as the old water. You just may save its life. If you do save it, remember to change its water regularly and never let food go rotten in the tank.
It may like it. I've seen fish that look like they ARE upsidedown but they aren't mabey it could be one of them. I don't really know why it's swimming like that but if there are more fish in the same tank/bowl it may be playing with or trying to impress them them or may be just boared. But he won't rember it though (their memory is like, mabey three seconds short!)!
It probably has an infection on/in its swimm bladder. This is usually caused by poor water conditions ie. insufficient water changes. The basic rules for keeping fish successfully are. :- 1 inch of fish needs at least 1 gallon of water (a single Goldfish needs at least 10 gallons). Every tank needs a permanently running cycled filter. Every tank need to have at least 50% of its water changed every week. Different species of fish need different temperatures (Goldfish do best around 65F)

Stop doing a handstand. If your goldfish is floating, it will float to the top, not the bottom, therefore, you must be upside down!
If you just got the goldfish, give it some time to adapt and leave some of its food floating, it'll come when it thinks its right.
A goldfish is dead when you touch it and it doesn't react. You can also know if it is floating lifelessly on the surface of the water, or in some cases (like mine), lying on the bottom of the tank lifelessly.

Goldfish are moderately inactive fish. They will spend much of their time just floating or sitting at the bottom.
You obviously can but it is not the correct food so it will not do the right job. Manufacturers have spent millions of dollars designing and producing special foods for different species of fish to keep them as healthy as possible. The smart thing would be to feed goldfish food to goldfish and cichlid food to cichlids.
