Why doesn't your laptop charge even though it's plugged in
Computers don't have batteries so I'm assuming you're talking about a laptop. Laptops with their battery SHOULD work when its plugged in. Some laptops can even work WITHOUT the battery but still plugged in. However, if your battery has a critical flaw (dead short) then even with it plugged in, it won't work. I suggest you try the laptop with the battery removed. If it works, that is the problem, otherwise, your laptop has other problems.
Yes, generally, the laptop can be used separately to the charger. That is why they are portable
It doesn't matter either way. I personally keep mine plugged in when I don't need to bring it anywhere. When you have it plugged, make sure the whole charger is unplugged from the outlet so it isn't still sucking up energy even when the laptop isn't plugged in.
i think your psp is a bit munched!!!
There are different things it may mean. My macbook said that it wasn't charging even though it was plugged in, and it turned out that the reason was because the charger was plugged in the wrong way :) (the charger should be facing out, away from the laptop)
By leaving things such as lights on when they are not in use. Even leaving things such as lamps, your laptop, etc plugged in to the wall socket when they are not in use drains and wastes electricity.

It works now!! I plugged it in and it works all of a sudden! Even though about an hour after it stopped working i plugged it in and that didn't work, it worked this time, like a day later.
I have a toshiba laptop, but for the past few day now it has being giving me autoexec.battery has stop working, can you explain to me,on the other hand even charging it is not working, thank you.
Impossible to answer your question as you did not even list what laptop you have.
The laptop runs on Direct Current (DC) electricity from an internal chargeable battery. Even when plugged into an Alternating Current (AC) electricity source from a mains power wall socket, the AC is changed to DC electronically inside the laptop.
