Computers don't have batteries so I'm assuming you're talking about a laptop. Laptops with their battery SHOULD work when its plugged in. Some laptops can even work WITHOUT the battery but still plugged in.
However, if your battery has a critical flaw (dead short) then even with it plugged in, it won't work. I suggest you try the laptop with the battery removed. If it works, that is the problem, otherwise, your laptop has other problems.
It seems as though you are nut plugging in your iPod Touch properly. An iPod Touch will not lose battery power while plugged in. Either that or you are plugging it in with a faulty cable.

You could try taking the battery out and checking the slots for dust and then blow into it. Or you should just get a new battery or you could even ask the computer company (EX. Dell, Hp, Acer, Compaq, Apple) what you should do. And maybe with any luck the y will take your computer and fix it up.
