Project management is all about negotiation. The reason being that nothing is set. So you usually have to negotiate over resources, scope and budget in order to get any. After all few companies have large quantities of any of these especially in these Credit Crunch times. This is because should a risk occur it is up to the Project Manager to negotiate with the project Sponsors regarding the contingency which will be implemented. Needless to say, if you can't negotiate successfully, you aren't going to be a project manager for long unless you work in the public sector!
