If you draw a Bohr diagram it will be easier to understand.... and so here is my explanation..... The neon element is a noble gas so this means that in it's outer shell it has 8 electrons which means that this shell is full. While for the oxygen it only has 6 electrons in it's outer shell, so this means that it is not full. since the shell is not full it allows other electrons from other elements to fill thats spot which is a reaction. I don't know if you understand anything i just said but i hope this helped at least a little
