A workout should be tailored for what that persons desires to acheive. "Best" is a relative term as running is not the best excercise for someone who does lots of heavy lifting or has a high body mass. Higher body mass will put more stress on joints and the body in general. Running is preferred by some because runners are generally quite thin in comparison to a weight lifter. Running is also cheap as all you need is good shoes and the desire.
