if it's clicking but not turning over, check the starter motor. mine wouldn't start if it got to cold, but the motor kept testing fine. i got one from a junk yard for like $20, swaped it out and haven't had a problem since.
If an alternator is going bad it can cause a rough idle in a 1993 Subaru Legacy. Cold temperatures in the winter can also cause a rough idle in the Subaru Legacy.

check fuel pressure, also a weak ignition coil or fould plugs could cause hard starting
Check the 1991 Legacy for a stuck thermostat. Check to make sure that the water pump is working properly.
usually a bad water temp sensor. the engine computer does not use the same one as the one near the speedometer. when this goes bad the car is very difficult to start when it is cold. It is not very expensive and it is easy to change.
They seem to freeze a little in cold weather.

Does the (check engine )stay lit when you start from cold if not then check the engine oxygen sensor may need replacing or the turbo has been replaced and could be blowing out the spark
There is no power steering in a Mercury Villager at start up in cold weather due to a failing pump or low fluid. Fluid becomes much thicker in cold weather and is much harder to pump.
Your model should have a motor plug. If you plug it in to the wall outlet in cold weather overnight, you should have no problem to get it to start.
The reason for a oil spray out of the front differential dipstick in a 1999 Subaru Legacy is because of the cold. While it was -30 the car oil thickened, when the engine started and tried to pull the oil through, pressure was created.The engine was not able to pull the thickened oil in and the pressure pushed the oil out of the dipstick.
check the fan relay, it could be stuck on, otherwise make sure the heater controls are not set to defrost, and the ac is off, either of these things will activate the auxiliary fan relay.
