Maybe not aligned properly may have to install shims
you have to remove the starter to replace the relay and the relay cost almost as much as the whole starter so you are better off just replacing the whole starter.

to remove the starter on the 4.3 Blazer, remove all the bolts EXCEPT THE UPPERMOST ONE on the driver's side, on the flywheel housing. this will allow you to slide the housing about 1/2" - 3/4" back, and the starter will drop free. then it's a few twist and jiggling so you can get to the lugs that hold the wiring in place. it's easier to get the starter bolts back in if you put the housing back to where it will keep the starter from dropping. I just went thru this yesterday - I looked it up on the internet; "remove starter on 4.3 Blazer".

I have been told the 1976 to 1991 K5 Blazer and K5 Jimmy by GM have the same size factory hard top. So I belive a 1977 and 1990 should be able to be swapped.
you need to check the wiring and make sure it is fine if so replace starter and cilionoid but I'm gonna say you have a bear wire touching metal somewhere
Shims are used to fit the upper control arms, the front fenders, the starter and so on. The number of shims varies for each application.
Yes...it's a safety feature....so there is no surging in case the car was in gear and the starter was engaged.
Did you change the the relay? Look at the battery, follow the positive cable, goes to the starter relay, Is this clicking? Under $ 20.00, easy to change. Or just make sure you have good contact.
Jack up front end so you have plenty of room to get yourself under the blazer, pull front passenger wheel off and you should be able to see the starter. It is pretty much straight behind the lower control arm. Next unhook the wires that go to the back of it, (make sure battery is disconected first!) then there will be two large bolts that go through thebottom of the starter all the way into the engine block, pull those out and the starter should slid out of the opening in the bell housing. This is a pretty quick and simple job.
