its rarity is off the charts (in other words its just extremely rare)
The reason it is rare is because it's an old card that is no longer being printed. It is also a very good card that is only allowed in the Vintage format, where it is restricted.

A black lotus is the most valuable magic card. It has been priced as high as $3,500 in the past. The easiest way to find one would be to search on a website such as eBay to find someone that is selling one.

The Wikipedia claims that the Black Lotus is the most valuable card ever.
There really is no "BEST" card; partially because it is highly subjective, and partially because very few cards do much by themselves. If one card must be picked, then the standard answer is "Black Lotus"(which is banned in most tournaments).
This question is always highly subjective. But the standard response is Black Lotus. You can find copies of the Black Lotus on eBay, online cards stores and players have them in their collection. You can buy or trade for them. Some stores have them as prizes for tournaments, win the tournament, win the card. A Near Mint version of the card are over $1000, but I have seen near mint Black Lotuses online for around $1200.
The Yu-Gi-Oh! card, CYBER-STEIN SJC-EN001 (name and series number) has sold for over $500 previously. The Magic: The Gathering card Black Lotus is notoriously valuable TCG cards, at $1,500-3,000. If sports trading cards are considered, the Honus Wagner 1909-1911 ATC T206 has gone for over $2.8 million.
Add 3 mana of any color to your mana pool.
This answer is very subjective. A lage number of player see Black Lotus from the original set as the best. It is one of the most valued and expensive card in the game, and it is not printed anymore, like most of the cards from the original sets. It would essentially give you 3 mana of any color for free. It is a potential game-winning card, and is banned in all sanctioned tournaments except Vintage, where it is restricted (you can play one copy of the card) The full Banned and Restricted list can be found here: http://www.wizards.com/Magic/Magazine/Article.aspx?x=judge/resources/banned
