I think it is just down to chance but to increase the chance of taming make sure to unlock the Monster Collector Fragment Skill, that should make it a whole lot easier. To capture one you are most likely to find it in the clearwater marshes at the western side also try not to battle any monsters until you ind the Blue Chocobo. Also aim for 5 stars at the end o the battle and the weather conditions are fairly calm and bright, also you are more likely to catch one when using a Feral Link. Hope this helps a little !
