Calibers are sticking. You will need to replace the calibers that are sticking and flush all the old brake fluid out of the system then replace it with fresh fluid.

yes, the only purpose of the anti-lock system is to keep the wheels from locking up when you slam on the brakes. The brakes them selves function as usual. You will just have the chance of locking your wheels up and sliding if you slam on them.

If drum brakes you probably have a bad wheel cylinder on the side that is locking up.
You will slow down. If you down-shift from 2nd to 1st, you will slow down somewhat. If you down-shift from 4th, 5th or 6th gear, you will slow down very dramatically. It would give you a similar feeling as if you had slammed on the brakes and locked up the wheels. Not recommended.
