That depends on where it's comming from, if it's an outside noise, it's probably a faulty mount and the motor is moving when it turns off. If it's an inside noise, it could be the ductwork flexes a little when the blower is running and "pops" back into place when the blower turns off. Finding the exact location of the noise will go a long way toward figuring out what's wrong.
