your clutch cable located at rear of motor is snapped, bro autopartswarehouse.com has one for $50 bucks, bro easy fix
I just got done bleeding the clutch on my 1999 Legacy Sedan. I believe that the clutches are identical. In my case, the clutch hose had ruptured, so I had to replace that. Most of the fluid drain out in the process of swapping the the old for the new. Once everything was tightened, I filled the reservoir almost to the top with the clutch petal "sitting" in the engaged position. (If there isn't enough fluid in the system the clutch will appear to suck in and stick to the floor.) Remember to keep the cap off of the reservoir for this entire process or you will just be fighting a vacuum. After the fluid is in, reach down to the clutch petal and very slowly draw it to the disengaged position. At this time I loosed the bleed and pressed the petal down until there was a very slight resistance. At this point, leave the clutch in this position and have somebody tighten the bleed. Slowly let the clutch petal back out and then pump it using your finger about an inch back and forth for a few minutes. You should see a few bubbles in the reservoir. Once the petal feels like there is slight resistance in the fully disengaged position, top the fluid off to the "full" line and put the cap on. Make sure everything feels right before you take it out for a test drive.
A good mechanic should be able to attach an extension block to your clutch pedal. Also have the clutch adjustment checked because you shouldn't need to push it all the way to the floor to shift your vehicle.
Vehicle is equipped with a clutch safety switch
You have 2 switches A and B above clutch petal under dash

A clutch cable is a cable that is connected from a foot petal inside a car to the transmission. It is necessary for a person to change gears in a standred transmission car or truck.
it has an automatic adjuster on it. with the petal in the up position pull up on the petal and if the adjuster is working it will take the slack out of the cable. if not the adjuster needs to be replaced and this is not a fun job.
When you push the petal down to the floor and here a click, it undershifts a car, and results in a intense roar. When you push the petal down to the floor and hear a click, it undershifts a car, and results in a intense roar.
The real question is "what are you trying to adjust?" If you are looking to make your clutch petal shorter IE like a sport performance clutch you need a "quick clutch" master cylinder. Omni Power Performance has one of the best ones IMHO. If you are looking to change the engagement point well forget it, the engagement point is based of that master cylinder, if you get a quick clutch, you are either engaged (petal out) or disengaged (petal in). A standard master cylinder gives leeway on the engagement point based on the amount of fluid being pushed through the cylinder. Standard Master Cylinder Piston Size = About 15cm Omni Power Master Cylinder Piston Size = About 22
