Warm air holds more water vapor than cold air, just as warm water can dissolve more salt than cold water. As the air conditioner cools the warmer air, it can't hold all of the moisture and will condense. since it is too heavy to remain suspended in air, it forms on a solid surface, hence, the moist filter.
When it's cold out, that's why the inside of your car windshield fogs up just after you get in it. Your breath and body heat warm and moisten the air in the car and when it meets the colder windshield, the fog that forms is actually moisture in the air condensing on the cooler glass surface.
