Only some guys are...not all i a guy am not scared to show how im feeling....either he is just a shy person in general or he does not know how to be him self around you in public he may act like this because he wants to show he is tough but not all guys are like that
If a guy is shy and won't express his feelings it means he just has to get more used to you and make him feel comfortable don't tell him so many things at once you might lose his respect
