Added: Because in most (all?) states the Office of Sheriff derives its authority from the State Constitution as opposed to Chiefs of Police who derive their authority only from the power of the local government who hired them - AND - the fact that the Sheriff can enforce BOTH criminal AND civil laws, whereas the police can only enforce criminal law.
