No one really knows exactly the state of matter throughout the entire mantle. Rigid upper mantle is part of the Earth's lithospheric plates, and below that, the asthenosphere exists where rock is in a putty like state that can bend and move without breaking. Then the mantle appears to become more solid with depth.

Technically it isn't molten. The mantle is semisolid. Material would melt if it were brought to the surface bcause it is extremely hot, between 900 and 7,000 degrees, getting hotter in the deeper parts. It does not melt, however, because it is under enormous pressure.

It is a semi-liquid rock as the sheer amount of pressure in this area is so strong, solid lumps are still formed however they would become liquid if you allow them to expand.
