From after the first U. S. Census in 1790 until after the 13th Census in 1910, with the exception of the 6th Census in 1840, the number of House seats was increased when the reapportionments were done. The House seats were not reapportioned after the 1920 Census. On June 18, 1929, the Reapportionment Act of 1929 made the size of the House of Representatives constant at 435, the size it had been since March 4, 1913.
The only time the size of the House changes is when a new state is added to the Union, but at the time of the following reapportionment it goes back down to 435.
House of Reps is based on the population of the state. A bigger state like California has many more districts then a smaller state like Delaware. More districts need more represesntatives and smaller districts needs less. But total has to be 435 and that applies to every state's population.
Because Congress fixed the number of voting House members at 435 in 1911. In my opinion there was no good reason. This was not constitution driven.

The total number of Representatives in congress is 435
There are currently 435 voting Representatives in Congress, and six non-voting representative from the US terretories.
435 "representatives" that is, members of the House of representives plus a few non-voting ones like for DC. Then there are 100 Senators who "represent"; but are not called representatives. Was that a trick question?
The fixed number of members of the US House of Representatives is 435; there is no "average number."
