Good chance you have a bad head gasket or a cracked head.
There could be several answers to that question. The thermostat could be stuck closed. The reservior could be overfilled. The cooling fan may not be working. The radiator could be stopped up.
There are 2 fans that would be running while you are driving and that is normal... the compressor fan if you have the air conditioner running and the radiator fan runs to help keep the radiator cool while the engine is on.

Could be low coolant in the radiator. Or radiator could have stuff in it and needs to be flushed.
Sounds like either a power issue or a wiring issue that a mechanic should check out
