Why is the refrigerator cold at the bottom and warm at the top?

Most units have a fan to circulate cold air and maintain the compartment at a uniform temperature. Without this, the cold air will settle at the bottom, and the thermostat will not get an accurate reading, leading to over-short or over-long cooling cycles.
The fan could be broken, or part of the system that controls the fan (like the motherboard or a relay) could be broken. Additionally, the fan could have failed and taken out part of the electronics.
