Need to pull the drum off and look at the axel seal, make sure that it is dry.
Take a small screew driver and pull the rubber dust covers back on the wheelcylinders and make sure that it is dry there also.
I'm sure you will find the problem. It just takes a very small drop of grease or brake fluid to lock up the brake.
