The House was to represent the will of the people on a more current state of events. The Senate was to be a more sober/wise group that would make sure that the passions of the people had thought through things in a wise manner. For the first 125+ years the Senators were selected by the State legislatures, NOT the direct vote of the people.

This changed under President Woodrow Wilson...which led to a degradation of states' rights.
