Why is there not a anti-anxiety medicine that is safe for teens that have tripolar disorder?

Because anti-anxiety medications work differently for teenagers, who already have a swath of hormones flowing through their veins, causing emotional distress. Keep in mind that tripolar in and of itself is a difficult illness to treat because it's so multi-faceted.
