steel is extacted using a blast furnace which is quick and relatively cheap. however to extract titanium, magnesium is needed because it is more reactive. magnesium is extracted by electrolysis, which is expensive therefore it is not cheap to buy. you have to buy the magnesium to extract the titanium, which is why titanium is expensive

If you can, check out carbon fiber. It is known to be 5x stronger than steel and 2x as stiff. By: venom751998
No. Titanium costs approximately 10 times more than steel and titanium is only lighter that steel. You actually will need more titanium than steel for armor (strength to size issue). Tanks don't have problem with heavy armor so weight is not an issue for them.
