Sounds like maybe your vacuum modulator hose is split, (common) or has fallen off (somewhat common) or the vacuum modulator is defective (not as common) VM is on the passenger side of the transmission. Look for a a metal cylinder protrouding out of the side of the transmission, near the front, just above the oil pan rail on the tranny. It has a vacuum hose attached to it, that's all. Held in by one bolt and a u-bracket. Check the vacuum hose from there all the way up to the engine. Make sure the hose has vacuum connection at the engine. If in doubt, put a vacuum gauge on it. If, when you pull the hose off, the hose has any transmission fluid INSIDE of it, even a mist or light coating, the modulator diaphragm is toast. Replace it. It is cheap and easy. Don't guess on the hose either. VERIFY that it is not leaking. They often split near the nipple where they're attached. Flex the hose in several directions to find a split. Good luck.

If it isn't slipping it is downshifting to 3rd gear
get to 3000 RPMs in 2nd or 3rd gear and then step on the gas hard(safely!) , If the revs go up quickly and yet he car doesn't pull hard , the clutch is slipping.

It's not shifting into neutral, the 3rd gear "drive" band is slipping. Time for rebuild.
The transmission needs repair. The electronic control system causes the transmission to stay in 2nd gear when it detects a problem, such as slipping in 3rd gear or overdrive. This allows the car to be driven in an emergency.

on a 2000 intrigue; car does not shift into 3rd gear or 4th gear. 1st 2nd gear ok
change the tranny fluid evry oil change it might straighten out with fresh Honda transmission fluid

you have burnt out the 3rd. gear and overdrive. you will have to have it rebuilt or replaced.
