uTorrent speeds can be reduced if your computer or network (or even ISP!) is blocking the ports that it uses to download data. In your uTorrent preferences you should be able to check to see what port the program uses and attempt to unblock it on your computer's firewall or your router if you have one. However if you are at a college or it is being blocked by your internet service provider, you may be out of luck.

seeds are people who have the complete file and are uploading it. peers are people who are downloading the file and at the same time are uploading the file fragments that have been downloaded to their computer.

If you have a download 100% completed you become a seed. utorrent will keep uploading (seeding) to other users so they can also complete their download. Keep in mind: If nobody would seed you could never complete a download. So please leave utorrent open seeding as long as you can to help others.
