It's the seal on top of the rear light panel (the big one that says Subaru across it). Mine started leaking a few years ago and I was concerned about rust and shorting out the brake lights. However, here's a simple fix that seems to last me about a year at a time. Clean the space above the light with rubbing alcohol then fill in a bead of black automotive silicone. To get a better, deeper, skinnier bead, I convince my dentist to give me one of those skinny tipped syringes you would use for cleaning your wisdom teeth craters after having them removed. Fill that with the silicone and get the tip way in there. Don't throw the syringe away, the silicone can be peeled out after it cures.
