Outside Tap? outside faucet?/outside hosebibb?/outside spigot? well in most cases you are referring to the outside faucet that is dripping and I am guessing you have a ball valve or gate valve inside and when you shut of the ball/gate valve your outside faucet is still dripping and this means you have a leaky ball/gate valve which are known to leak slightly over the years and if your outside faucet is shutoff , then you need new seals in your outside faucet too. The easyest way to stop your leak is replace or repair your outside faucet if its a freezeless one. (just make sure your outside faucet has grade to drain the water out after you shut it off)
well if you have a plugged aerator or your water line is corroded then that is usually the reason a faucet has low pressure if its just one faucet.

I have never seen a faucet that has a nut on the line coming out of it. Usually it is a male connection and the nut is on the supply line between the faucet and the house supply. Anyway, if the line coming out of the faucet is messed up, you could probably cut it and use a compression fitting to go between the faucet and the supply line to the house line.
I think it has something to with your pipes not your water. Your pipes are must probably rusty and it is coming out in the water.

Water is coming down from upstairs or it is back pressure from the water heater. If it is the water heater, it can come out of either side of the faucet.

The shut off valve under the sink, the faucet itself, or most likely, the screen in the end of the spout is plugged. If neither hot or cold is coming out, it is kind of unlikely both shut off valves and both sides of the faucet would go bad at the same time. The screen being clogged would stop any water from coming out. The screen just unscrews out of the spout.
Is it the water that stinks coming out of the faucet or the drain that stinks? If it is the garbage disposal put in some baking soda and start it up and then toss in some orange rinds that should fix it. If it is the water coming out of the faucet contact the city water or if you are on a well or spring have it tested.
