It is done that way to ensure the tank is completely full to help avoid water hammer. If the water came from the bottom there would need to be a way to vent the top of the tank or it would create a place to for air to pressurize. Water will not compress and air will so if the tank had air in it every time you turned the water off it would have the trapped air in the top of the tank that would compress and puts extra stress on your Plumbing possibly causing it to break or blow apart.
